Can someone make a Hacked Advance Wars game or a game with hacked characters?

I was wondering if someone could make me a hacked advance wars game or a game with hacked characters for fun. It would be really hard and this is only for fun and to see if its possible. I would like 20 hacked COS, but if that becomes a problem 8 would be fine too. All you have to do is progarm the characters in because I will give you what I want you to put in IE: abilities, character looks, vechile desgins if possible, and other minor and some major stuff.Can someone make a Hacked Advance Wars game or a game with hacked characters?idk how, but that's sucha good game
