John Ziegler never understood how fans from LA to Montreal could boo him, yet every year they did. When Montreal won their 4th consecutive Stanley Cup in 1979, Ziegler was booed for a good 5 minutes (it would have been in his best interest to hand Cournoyer the trophy immediately).
Bettman on the other hand, will be booed by the hockey fans as long as he's alive.
Kingston - Clarence Campbell moved the office to New York City in the 1960s and worked primarily out of that office after expansion (the NHL became an American entity in 1966). You are right though, Ziegler is the one who had the majority of the furniture moved.
People don;t realize that the difference between Ziegler and Bettman is that Ziegler rarely came out in public.
- Ziegler was the one who got rid of the division and conference names
- Ziegler was the one responsible for Southern expansion (TB, San Jose, Miami, and Anaheim were his announcements)
- Winnipeg had their issues before Bettman came to office
- Norm Green signed the papers to move the NHL from Minnesota to Dallas while Ziegler was in office
Everybody blames Bettman for taking us through two lockouts. That is why he was hired. Ziegler had no interest in losing a season. So the owners fired him. Gil Stain had no problems losing a season, but he had his own agenda, and was removed from office. Bettman had no problem losing a season, so he was hired.
Whomever was going to be hired by the owners, had to agree to a lockout (or the players association had to agree to the owners demands).Why did the People at the NHL All Star Game boo the commissioner?
He's the worst exec in any profession, let alone all of sports. He's ruined the NHL, he's a liar, a smug little jerk and has absolutely NOTHING positive that can be said about him. He's booed for all of that and more.

It's a long-standing tradition in all sports to boo prominent figures when introduced. I've seen governors, mayors, commissioners, and many others booed, regardless of their popularity.
With Bettman, however, it's a little different. The boos he hears are well-deserved and earned.
Cuz Gary Bettman is a horrible Commisioner. He is responsible for over-expansion and losing 2 canadian teams. he sucks

LITY: Zeigler had the extra distinction of keeping his office in New York City, a real snub to Montrealers back in the day when the NHL had its so-called headquarters in Montreal.
At any event no matter what sport the commish is always booed, kinda like the President, theres the few supporters and then theres the majority screaming for impeachment.
Actually the Commissioners aren't ALWAYS booed. NFL fans don't boo the Commissioner. The difference is they tend to have a Commissioner who is trying to help the sport. Betteman is an idiot. He knows he is hated, doesn't bother him any. Anytime though that you have a Commissioner coming out with the prize of the sport and saying I come bringing gifts, they are a MORON. The Stanley Cup isn't a gift, or at least it better not turn out the game was fixed and it is actually a gift, but rather EARNED. A gift isn't something you earn.
If you follow hockey at all you would know that he took a game that was on the rise in the US and destroyed any momentum that the NHL had.
He also took two Canadian Teams a moved them to the US.
That's why I don't like Gary.
You would boo your boss too if he lost the company over 100 million dollars.
In 1993 the NHL had the potention of becoming the number 3 sport in the US. Enter Bettman. He has killed this game.

Also I would like to agree that Bettman didn't start the expansion south, but he did get rid of the Campbell and Prince of Wales conference to make the NHL more NBA like.
